Is countersinking all that necessary?

I need to drill pilot holes in multiple places on my neck and body. On the neck, I need holes for the tuners and retainer bar, and on the body I need holes for the strap buttons and jack plate.
My neck has a finish on it and my body does not. It’s been suggested to me that I countersink the pilot holes on the body after painting. But what about the neck? Should I chamfer the pilot holes before inserting the screws?
