"foggy" residue on black hardware

There's this odd foggy look to some black hardware I've got.
Seems to be some sort of residue or something.

Anyone have an idea what it is, and/or how to get rid of it?

I think it's oxidization, or something like it. You see it on some lacquers. You need something slightly abrasive, like a rubbing/polishing compound, to clean it off.
 
What the heck kind of guitar do you have there?  I also read the tele-jack/cup thread...

Two separate projects:  The blondish Tele is an old project where the components never really seemed "right" together - so I'm overhauling everything (hardware, pick guard, pickups, neck, etc).  The other is a CAR Tele I picked up on ebay (Stratosphere).  The neck, and all other stuff from the other Tele is going onto this one. 

The red one's almost ready - just have to wire it up, and set-up the action and intonation.
The blondish one will take a bit more time - still need to get key parts (neck, bridge, tuners) that I'm not yet ready to pay for.
